If you are seeing this error message in Mailbird, then it's important to know that the root cause of the error actually lies in the server of your Outlook email account - the error is generated because Outlook's server believes that you have performed an excessive number of actions in a specific period of time, therefore exceeding its threshold for the number of actions that you can perform.
If the error presents itself frequently, then we suggest that you decrease the number of simultaneous connections used by Mailbird. You can find more information on how to do this by clicking here, and there is a chance that you will see an improvement.
However, this is the only workaround that we can suggest to mitigate this behavior, since unfortunately the error is not being generated either in or by Mailbird - Mailbird is simply relaying the error to you.
Alternatively, you may wish to contact Microsoft support directly to find out whether or not there is anything they can do in order to stop this from happening.
